He was born in 1884 in Reni, Bessarabia and studied Fine Arts in Odessa and Saint Petersburg, working in professor Ivan Pokhitonov's studio. He came to Romania in 1921 and continued his art studies in Bucharest, then moved to Paris, where he sat in on free workshops; that was when he discovered and specialised in miniature painting, for which he showed great proficiency and which became the art in which he excelled. Aside from miniatures, Catargi also approached other themes such as landscapes, portraits or Neoclassical or allegorical compositions. He had numerous individual and collective exhibitions in the country between 1928 and 1954, along with painters such as Petre Iorgulescu-Yor at the Official Salon, Eugenia Brateș and Mara Marinescu at the Universe Hall, as well as at the Mozart Hall, the House of Art or the annual State Exhibitions, appreciated by the critics of that time. He also had an exhibition in France, in Paris, at the Salon de la Société des artistes français in 1933, where he showed miniature paintings and was mentioned in one of the reviews of that time, which gave him an important spot among the most appreciated artists.
