Costache Rosetti-Tețcanu came from the great boyar aristocracy of Moldavia and was part of the pro-unionist group that supported the unification of the Danubian Principalities in 1859. Although he came from a more conservative social class, he was a liberal, a supporter of reforms and change. This publication is part of his propaganda in favor of reforms. On the title page, there is a stamped ex-libris of Dimitrie A. Sturdza.
