"Winter Aid" was the highest distinction of the Patronage Council. The Patronage Council was a humanitarian organization, symbolized by the "Blue Cross". This organization was based on the Red Cross Society. In 1941, the Patronage Council was patronized by Maria Antonescu, the wife of Marshal Ion Antonescu. The Patronage Council provided social assistance to poor and orphaned children, the infirm, disabled, elderly, blind, alcoholics etc. Silver marked "900".
