The 1847 edition represents the publication of the Organic Regulation, the first text with constitutional value in Muntenia, similar to the Regulation for Moldova. The Organic Regulation introduced modern principles in the field of organization of public institutions and the state and can be considered as a first constitution in the Romanian space. Zaharia Carcalechi (1784, Oradea - 1856, Bucharest) was a journalist and printer of Macedonian origin. He activated for a period in Buda, where he opened a bookshop and edited as printer numerous books and works in Romanian. In Buda, he headed and edited the oldest literary magazine in Romanian, called "Biblioteca românească" (Romanian Library), published in Buda in 1821. In 1834, he settled in Bucharest, where he ran the State Printing House. He edited the newspaper "Cantor of aviso and comers" (1837-1855), which became, in 1843, "Vestitorul românesc" (Romanian Messenger), and the official bulletin of the Romanian Country. Between 1836 and 1853, at Buda, "Almanahul statului din Principatul a toată Ţara Românească" (State Almanac of the Principality of all the Romanian Country). The volume retains its original leather binding, attached to the cardboard, the edge divided into four registers.
