The Organic Regulation was a fundamental law that modernized some of Wallachia's institutions. He reorganized the old public services and created new ones, determined their composition and competence, organized a corps of permanent civil servants, fixed the conditions of appointment, salary and retirement, established the national militia, simplified and modernized the financial system, basing it on the rational concept of balancing expenditure and income, abolished the venality of offices, formed a legislative assembly, introduced life rule and regulated relations between landlords and workers. The fact that the provisions of the Regulation cover practically all areas of a state's life: central and local administration, the courts, the organization of urban and rural life, the tax system, labour relations, election of the Ruler, etc., brings this regulation closer to the idea of a modern Constitution. It only brings it closer, as the way it was drawn up - although it was intended to be representative - expressed the will of a limited segment of the population. Also, the legal language, although it had evolved, did not yet have the right terms for a proper constitutional act. The involvement of the Protecting Power also limited the modern character of the act. Chapters such as the Election of the Ruler, the Work of the Public Assembly, the Organization of Finance, the Organization of the Ministry of the Interior, Commerce, Health, Justice and Education between pages 1-197. The volume also contains the "Rules for the land militia of the Principality of Wallachia" between pages 1-55. The Proceedings of the Ordinary Assembly of 1831 and 1832 contain drafts on the duties of civil servants between pages 1-83. "The Proceedings of the 1832 Ordinary Assembly" refers to the organization of the Town Councils between pages 1-71. "Regulation of Public Schools in the Principality of Wallachia" refers to the organization of primary and secondary education between pages 1-150. "The Works of the 1833 Ordinary Assembly" contains the projects for the organization of the Orthodox Church between pages 1-32.
