The philately piece is made up of a stamp of "First day of issue"-type, and a paperboard portfolio, having the theme of the 3rd Congress of the Romanian Workers’ Party (the name held by the Romanian Communist Party between 1948 and 1965), which took place in Bucharest, between 20 and 28 June 1960. The piece was launched on the first day of the Congress.
