The Romanian National Council in Transylvania represented the Romanian nation from the former Austro-Hungarian Empire from its disintegration until the integration of Transylvania with Romania as a result of the union on December 1, 1918. As the main political body, it operated on the model of a Romanian provisional government and had branches in all regions of the former province. The document represents an announcement of the Blaj branch that includes instructions on organizing community councils in rural areas and their duties. It is dated November 24, 1918, shortly before the Great National Assembly of Alba Iulia. The telegram was sent by the Minister of the Interior Alexandru Vaida Voevod on August 14, 1929 to the Prefecture of Brăila County and includes instructions on organizing the Cooperative Congress in Bucharest. Both the official encrypted copy and the draft of the decrypted telegram are kept.
