This coin was minted by the Russian army during the war with the Turks, fought also on the territory of the Romanian Lands between 1768 and 1774. Empress Catherine II provided her army with a substantial budget for the war, as well as a mint, but did not provide the silver or precious metal needed for the issuing. So the circulation of these two coins, whose face value was not covered, was imposed on the Romanian population in exchange for land products. The value of the coins is double: firstly expressed in "parale", the "para" being a small Turkish coin which circulated in the Principalities alongside many other European coins, and then in denghi or kopieki (the latter "kopeck"). Russia applied this policy to many of the countries it was conquering or planning to conquer, minting coins with double denominations and two legends - at least for Poland, Finland and Georgia. What is interesting to note is that in no other case has Russia minted coins for two countries at once: look at the legend on the obverse which says "MONEDĂ MOLDOVENEASCĂ ŞI VALAHĂ" ("MOLDOVAN AND WALLACHIAN COIN"). Moldova and Wallachia were of course linked by common heritage, language, religion and Turkish suzerainty, yet in the 18th century they were distinct countries. What is certain is that Empress Catherine II of Russia knew that the Principalities were populated by Romanian heirs of the ancient Romans and had a plan to unite the principalities into a "Dacian Kingdom" to be gifted to her son.
