The President of the Council of Ministers, Ion Ghica, proposed Philip of Flanders, brother of King Leopold II of Belgium to be Prince of Romania, and the parliament acclaimed him as Prince and took the oath of allegiance to the new ruler, and a delegation was obliged to go to Belgium to offer the throne of Romania. But Napoleon III would not have agreed, because Philip of Flanders belonged to the Orleans family, claiming the throne of France. Thus, the Foreign Minister of Belgium stated that his country does not accept the quality of Prince of Romania. After Prince Filip's refusal to be the prince of Romania, Ion C. Brătianu had the task of finding a foreign prince. Thus, Brătianu traveled to Düsseldorf on March 19/31, 1866 and had a discussion with Prince Karl Anton of Hohenzollern-Sigmaringen, the governor of the Rhineland, and with his second son, Carol. Ion C. Brătianu asked the young Carol to become the ruler of Romania. Carol did not give him a definite answer, but he was elected lord of Romania in a plebiscite in April 1866.
