The manifesto was printed illegally and secretly by the Communist Party, based on the indications and texts coming from Moscow. The subject is related to the Spanish civil war in which communist volunteers from all over Europe, including Romania, fought, funded by the USSR and organized in the International Communist Brigades. The Police and the Security confiscated and destroyed such pieces, which makes them especially rare today.
